Can't buy a bundle as gift to a friend?

That seems like a strange decision, I swear this used to be possible. Do they want people to buy less things on Steam?

not all bundles can be gifted. providing a little more information would help. which bundle are you trying to buy, what is the price difference between your region and your friends region?

I was attempting to buy the Civ 6 Platinum edition as a gift for a friend, but I can;t figure out a way to do it at all. I can purchase the base game and individual dlcs and gift them that way but it would cost more and some of the items aren't available except in a bundle.

Also, we literally live in the same state, there is no region difference.

if the bundle is customized to the account, it cannot be gifted

This used to be possible on Steam, i don't know why they made it not possible.

Tailored bundles have always only been for the account purchasing them.
