Text chat and voice chat won’t work, even after buying $13 worth of stuff

Ok so all I did was spend like $13 on TF2 right? That should be enough to get me Premium. Then I also bought this thing, which I didn’t enjoy much. So I refunded it, okay? Like 2-3 days earlier I got a refund, but text chat and voice chat doesn’t work (“Text/Voice communication is not available for this account”). It’s been 4 days since I got TF2 Premium. Can someone tell me why this happened?

(The thing that I refunded was like $3 or $4)

Try asking in the TF2 forums. Those that own and play are more likely to be able to help

This is only what I know of to remove restrictions.
1. Steam account must be unlimited mean you must have add at least $5 USD value.
2. You must make your TF2 premium, to do that you must buy at least $2 worth from the TF2 in-game store, not the Steam market place as market place does not count. Yes you can use the same $5 USD you added to your Steam wallet to make account unlimited.
