Report a translation problem
When it sends the code it gives a hint as to what email address it sent the code to. For example say your email is 1through9[at]hotmail[dot]com the prompt saying it sent the code will say "We sent the code to ********9@hotmail.***
The number of *****'s before the @ is the same number of characters in the email address they sent it to. Maybe you're not going to the right email address?
This is extremely difficult to understand. I think what they're trying to suggest from what I can manage to translate out of it to legible English is that we have a choice between email or a phone number steam sends the authentication code to.
I *think* what they're trying to suggest is check your spam / junk folder for the messages. If that doesn't work switch Steam Guard to using a cell phone number.
You can also add an additional email address or change the email address to your Steam account.
From my memory, hotmail was one of those that made trouble.
Its nothing new.
Just did not hear something else, so maybe that would fix it.

No one mentioned hotmail besides me and I was only using it as an example.

As you dont have the problems, i added "maybe" changing email could fix it.

I agree. If there's a problem with receiving messages at a specific email address, I've personally experienced that with google, using a different email might correct it. In this case the user isn't able to login to their account so they can't change the email.
