Buying Wallet codes in bulk
Does anyone know to buy steam codes in $5 and $10 increments in bulk?

It seems that for digital codes, I have to be connected to the recipient at the time of purchase, so this won't work for bulk purchases (correct me if I'm wrong). As for physical cards, the smallest I can find is $20, unless I go with a less reputable 3rd party re-seller.

Any ideas?

I want to use them as gifts and prizes for events. Ideally, a few thousand dollars worth, as we're talking about about a few hundred people..

Literally ANY retailer you can find. Like go to a random Gas Station nearby or a lottery or what ever store you trust and just grab as much as you like. They won't stop you from spending thousands of dollars in one purchase.

That way you can also be 100% sure that the codes you are receiving will be 100% legit.

If you plan to do that, I suggest letting people know what region it's for only.

You would find most cards in retail stores such as Walmart, Gamestop, or etc...

the issue with the retailers is that i don't see denominations for less than $20. maybe i'm not looking in the right place? i see online offers for $5, but they seem shady.

also, the steam support says that cards "may" be country locked. i think digital codes, yes. but not all physical. i bought a physical card in Swiss francs yesterday, and redeemed it into my USD account, so it's not clear if it's only certain currencies.

You're right, not all physical wallet codes are region-locked by default, but since you've got no way to know except getting a job @ the company handling those cards or simply trying (and subsequently burning) said codes, you're better off assuming they are region-locked.

Depending on where you live, you may indeed get 20$ as the lowest amount. Afterall, there's overhead in handling those cards. They need to be manufactured, shipped, activated, processed, all of this ain't free. The moment you're paying 20$ for a 20$ card, rest assured that Valve ain't getting the full 20$ of what you just paid.

That overhead is constant. Meaning the absolute overhead is the same for a 20$ card and for a hypothetical 5$ card. The relative overhead fo a 5$ card however is higher. That's why smaller cards are offered in generally poorer countries or by shady sources.
