You would find most cards in retail stores such as Walmart, Gamestop, or etc...
the issue with the retailers is that i don't see denominations for less than $20. maybe i'm not looking in the right place? i see online offers for $5, but they seem shady.
also, the steam support says that cards "may" be country locked. i think digital codes, yes. but not all physical. i bought a physical card in Swiss francs yesterday, and redeemed it into my USD account, so it's not clear if it's only certain currencies.
Depending on where you live, you may indeed get 20$ as the lowest amount. Afterall, there's overhead in handling those cards. They need to be manufactured, shipped, activated, processed, all of this ain't free. The moment you're paying 20$ for a 20$ card, rest assured that Valve ain't getting the full 20$ of what you just paid.
That overhead is constant. Meaning the absolute overhead is the same for a 20$ card and for a hypothetical 5$ card. The relative overhead fo a 5$ card however is higher. That's why smaller cards are offered in generally poorer countries or by shady sources.
