You can try to gift anyone a tradable item from you inventory.
Is directly purchasing the game (Buy for a friend) using the Steam wallet and then sending it has no restrictions either, if I am thinking right? Steam removed the add to inventory method, and a direct purchase is the only legitimate way to do this (for games without 4-packs.)
As long as someone is on your friends list you can purchase and gift them most games, regardless of how you pay for the game. The only real restriction is that most bundles can't be purchased for friends, only the user themselves.
Thank you for your help, I was worried that I had to wait 3 days for every user that needs to be gifted! Seems like the 3-day restriction is only for the digital gift cards, but not for gifts.
