Steam digital gift card from Brazil to Argentina

Hello there, hope you all are doing well.

I have a question that has been bothering me for a while. I have a friend who lives in Argentina (currently doing an exchange student program in Canada) and a few days ago was his birthday. So I was thinking about giving him a gift, that's when I thought about giving him a Steam digital gift card so he could buy something, but with these new Steam gift card policies, I'm kind of confused.

I am aware of several scam schemes involving gift cards and that is why Steam has restricted their use to the country where they were purchased, but I who live in Brazil, can I buy a digital gift card directly through the Steam Client store with my account and send to him without the region restriction?

Another question that intrigues me, I heard about changing the store's region through a gift card, I read about it in a post on Reddit, that the recipient's account changed to the sender's billing currency after the gift card was used. Is he at risk of having his store moved from Argentina to Brazil if I send him the gift? I don't want to "ruin" his account by moving to Brazil.

I can also verify that no longer bale to send gift card to my friend in Argentina through steam since July 2021. i contacted steam support and was given the following response.

"Hello,

Thanks for writing in to report this issue.

We are aware of the problem and are investigating the issue further. Please try your purchase again at a later time.

Same issue here. I cannot use a Brazilian SteamWallet code on my Argentinean account.

Right now I am in Brazil. Thus, I created a new account via Brazilian IP (because I am at a hotel in Sao Paulo, so no VPN), the WalletCode now got accepted on my new Brazilian account, but when I try to gift a game it to myself on my Argentinean account it gets rejected.

However, there is still a message popping up that Brazil and Argentina are the same region.

This is confusing me now....

Argentina now has some unique rules that only apply to it and Turkey.

They cannot give or accept gifts from outside they’re own region/countries last time I checked.

When you try it, you should just receive a generic error message.
