Can I use a steam gift card from the US if I live in Mexico
To clarify, I live in Mexico and I wanted to ask a friend, who lives in the US, if they could send me a Steam gift card, will I be able to use it?

A digital gift card through Steam itself, yes.

Any other card/code that is not in Mexico Pesos, no.

Yes, as Hotsauce said any digital gift cards sent thru steam will be automatically converted to the recipients currency. Any gift cards bought from a store are now region locked and will not work.
