Can't send digital gift card to my friend

I wanted to give my friend digital gift card (money, not game) BUT i cannot give it to him. When i want to select his account there is message over his account name "it is not yet possible to receive this gift.". Please HELP

How long has it been since you added him as a friend on steam?

You can purchase Steam digital gift cards for any user that you have had on your friends list for at least 3 days

Also, even if your friend list says you have been friends for 3 days, it must be FULL 72 hours before you can send a digital gift card.

I'm trying to send a gift card to a friend of mine right now and it says he isn't eligible. I've been friends with him for years. Is there something else that would stop it from being able to be done?
