Chat Filter not working
In my Language Preferences, I have the option "Do not filter strong profanity or slurs" selected. However, I will constantly see the ♥'s on forums despite having the option to not have them selected. The only way I have circumvented this was adding words to my "Never filter these words" list. But why would I even need to add to said list if I chose the option to not filter certain words in the first place?

It is not on the forums. Only the custom "Never filter these words" will remove them from the forums.

So doing what you said worked, but does the .txt file now override the "Always filter these words" list?

Yes. Mainly because it removes the filter for all words.
