Writing Reviews
To write a review for a game, do you need to own it? For instance I have been a console gamer for years and would like to review several games I do not own on Steam, can I do this? I have already reviewed a game I own, but no games I do not own. Is it possible or strictly, a must have to review thing?

You need to own the game you are wanting to review. Any games you do own you can review though...

You not only need to own the game, but Steam requires that you have at least 5 minutes of playtime on the game before they allow you to post a review.
