You cannot send a trade offer to yourself.
Tried to send a trade offer to my other account, got this,

i can send a message to the account, i don't think you can do that

Considering I trade items back and forth between two of my own accounts, I know it's possible. Just try again and pay attention to which account is trading to which other account.

the issue is with your account, you recently had a password reset, which is why this account can not trade.
