Buying VC coins

Excuse me, I bought VC coins but it was useless. Then I applied for a refund, but after the review, I couldn’t accept it. What is the problem?

I didn't say that. Have you spent the coins in-game? If not, you'll have to speak to the publisher regarding their policies.

this item is considered an "in-game item" for the purposes of the Steam Refund offer

This is the Steam refund policy which includes info on in-game content https://store.steampowered.com/steam_refunds/

You'll have to start by going through the whole process https://help.steampowered.com/en/ and maybe explaining it in detail in a manual ticket by selecting 'I have a question about this purchase'. Make sure you don't try and refund the game by accident as that wont work.

The items in the game are not cost-free to modify or transfer can be refunded within 48 hours? I haven't moved

Not everything can be refunded. In-game currency can't. The cart informed you of that before checkout.

He only showed that these items can be refunded within 48 hours after purchase if they have not been consumed, modified or transferred.
