it is his dota 2 items, and there is nothing anyone can do to remove the trade cool down on the items. you will have to wait it out.

If users could simply remove the cooldowns Steam wouldn't bother implementing them. You have to wait just like everyone else does

As Matt said Time zone. Everything thing on Steam is in Valve time not your local time. PST I believe
