If you're talking about sending gift funds, or games via Steam store, yes they have 30 days to accept the gift, or else it automatically reject gift, and auto refund back to you.

If you're talking about wallet gift card that has code, there no time limit on that as codes do not have expiration date. Please note there been changes, as the Steam wallet cards are regional restricted.

I am talking about the digital gift cards that you can send directly to a friend from the steam store. What I am asking is now I need 35$ to buy a game for which my friend's gonna sponsor through digital gift cards. Now since there isn't a 35$ gift card, I asked him to send it as 25$ + 10$. What I want to know is whether there is a time restriction between sending these 2 gift cards like you need to wait x days to send the 2nd card after sending the 1st one or can you just send both of them back to back without any restrictions.

No there no time restrictions.

There is a guide you can look up call Steam gift custom funds, this requires using a browser, and edit the amount you want to send exactly, and it will charge that exact amount you set. The guide very simple to follow, so instead of doing two transactions you can do one transaction.
