Im not getting my limitations rid off when i purchase something, why is it so?

So i have been in steam for years, i was f2p all those years till this day. I have spent around 20$ but my steam account doesnt level up nor does the limitations go away, some help please.

Yes, ive been seeing this for quite a long time, and reading it all the times. But i do have another two questions.

Does gifted money count from a gift card to steam wallet? and Do games in retail count as for the limitations removal?
