do not have ipv6 turned off, evne that could be part of the problem, i4v4 run out along time ago.
so if you did such in the past you just isolated yourself and ( i did not say you had done it. )
it simple what it might or could be. ( as i recall many tweak own network and remove it. )
feel free to do alot of network trouble shooting, i will get a friends laptop as first choise more a ruleout , if it work at hes place then test your isp into steam, either it will work and point at other local pc issue ) this is not a joke its process of eliminations.
and clear ISP and steam in 1 steap if it work. ( do not forget cable and own router ) its a try to quick solve and skip and fast check it is your pc or not. )
if you have other pc user that, ( then i said use friends laptop, point is ruleout own mistake user can do on both pc. ( again we are over in experience and knowledge. )
if you dont understand this , then get a tech person you know, dont expect this is simple then other dont understand what all this is about. ( people are educated in this, require alot of skills seen from a new pc user point of view, i still say a new pc user will not get it.
you might want to talk with own ISP.
