do you contry or goverment issue , with rest of the world ? , if they dont follow international rules, things can get complicated. ( either way contact own ISP )
ps.
do not underestimated own router sofware update and netcard driver update and reset to default if needed.
and do reboot router and own pc 3 minute after. should actual be first advice.
and you need to rule out other normal traffic working in own area and this is into steam issue only.
- Modem / Router need a reboot.
- If you did anything in the Modem / Router settings, check your work to ensure it wasn't causing problems.
- If connecting to private VPN / DNS networks, they may be blocking somethings. Either set back to default, or use open DNS network like google, or cloud flare.
- Can try flushing your network, open command promt as admin, and give this a try.

If not working still try these in order, then restart, and test.
ipconfig /release
ipconfig /flushdns
ipconfig /renew
- Ensure your ISP isn't blocking Steam.
