My account can't download games. What should I do？

Try add steam.exe to Antivirus allow list.

When I click Download, the window displays and you cannot connect to the content server

probably an anti-virus problem, try doing what Iceira said.

Start your system in safe mode (for obvious reasons with networking). Ca you download then?

That means other issue into steam server , congested ISP network area to even other things as Reboot point out . and has it worked before with same ISP, change Download zone, do also reboot router. not the first time and pc 3 minute after have solve itself.

it dont look like a simple issue , do other things work and its only steam Download.

then it could be from isp into steam and/or back from them. ( ask own ISP if they have a issue in the area could be a very good idea , ask nicely , network today with covid19 , put alot of pressure on all ISP network in the world. )

Thank you for your help. Now the download problem has been solved, but it is a little slow.

well same thingy you just start over, this is same issue change zone , try 25 further away , but understand no mater where you point you still go through same isp and then diffrent directions and hope and better lesser overcrowded lines, and you are still back at own ISP and its partner into steam and back from them.

do not have wifi , even that is more or less hated by every hardcore gamer and tech person.

ps.
you could say cable is for hardcore players and people that know network, noobs is wifi.
i know its hard words, but ask any clan member then wifi people drop out in game, they almost ban people for have it. kick them out of clan.
