need help about changing my billing adress

hi all; i want to change my billing adress from US to France,but when i add my french credit card in the new payment method and change my country to france,it put me in my shopping cart to proceed payment.

so im stuck here,can't change my billing because of a bad dev
i know my english is crap but i hope you understand what i say

You can change this information when you make a purchase, I believe. Were you trying to buy something, or just trying to change your address?

im trying to change my billing adress from us to france (i live in france) to give a dlc to my friend with my steam wallet,and i can't with dollar currency.

and it don't let me change anything when i purchase something,i just lost 0.90$ when i tried it

You have to buy something with your French payment method to change your country
