Steam insists I already own a DLC, but I don't and can't buy/pay for it

I had eight items in my cart. When I tried to check out and pay, I kept getting this error message:

Your purchase could not be completed because it looks like you already own one of the games you are trying to buy. Please check your account and your cart to verify you are buying an item you do not already own.

Steam did NOT tell me which item in my cart that I supposedly already owned. I looked through all the items in my cart. I did NOT own any of them. So I had to manually removed the items in my cart, one at a time, and then tried to check out every time to find and pinpoint the one item that must have been causing the problem.

(I found the item that was causing the checkout problem: the "Bioshock Infinite: Columbia's Finest" DLC. I do NOT own it. However, as soon as I removed the Bioshock DLC from my cart, I was able to get past the checkout confirmation.)

So I removed the Bioshock DLC from my cart. I put all the items back into my cart and was ready to check out... and got this message:

It looks like you've been attempting a lot of purchases in the last few hours. Please wait a while before trying again.

WTF?!? REALLY???

A day later, I am still unable to buy/pay for the "Bioshock Infinite: Columbia's Finest" DLC for myself. Steam insists that I already own the DLC, but I do not.

Wait a while and try to purchase again.

A 30 minute to 1 hour cooldown to try again is nothing to worry about.

Check your collections, and look at the DLC list on the Bioshock Infinite page (in your library, not the store). Do you have DLC for the Comstock weapons and Industrial rewards? If yes, you already own Columbia's Finest. It combines different DLCs that were on sale separately. When you purchase it, in your library it shows the individual DLC it contains, and makes no mention of Columbia's Finest.

If you don't have those DLCs listed, what do you have listed under the DLC section in your library?

It seems more likely you’re attributing the “already owned” part to the wrong DLC, note in the checkout an asterisk is put onto the purchase that steam thinks you already own
