I would like to buy Rainbow Six Siege DELUXE EDITION. Do I need to own the Standart edition to play with the Deluxe edition? Or I can play with Deluxe Edition without Standart Edition? Thank you.

The Deluxe Edition is a strict superset of the Standard Edition. Not only for RE6, but for everything.

The deluxe edition is discounted, the standard edition isn't. Undiscounted, deluxe is more expensive.
Be glad that you can get more for less money.

There's no reason for that not to be right. In fact, games bringing tools along, such as dedicated servers, SDKs (or betas) ain't news. I personally have set my library to NOT display tools because I've barely any use for them, the only tools I use are dedicated servers and those I run via script with SteamCMD.
