so few actual have this , and that code is the worst of them.

and so few graps how to fix it, just because i solve my games last time with it, i did not have your code (0xc000007b) and until someone nail it with 100% solutions its seen as your problem with broken update, its not the update thats broken its the option already installed with new change or update that cause this. ( same as incremental update has failed ) best way to explan it.
Try this enter already install VC ++ in the OS program and feature. then click uninstall it , then it will popup a box , with multi choises , then select Repair it.
this is know as try to fix current installed , this is not a reinstall or overwrite current.
this is old school ways , most just dl and reinstall ( this is not always samething )
old tech dude , has learn huge diffrence in repare something and overwrite something.
it should be same , but you forget i did not made the script or know old config or new config.
or if it was modifyed by maleware , to debat that is not a steam issue.

no its okay, its just on of them on the edge , and depend on you have Full performance and it getting harder to know if that Grafika Intel® HD is enough to handle the game.
feel free to look up own intel card , it just hit me , what if this is a code for , cant handle it so it make sense if other near edge of current pc cant run the game but dont tell it the right way.
humans are not good at code, most will rather have , msg , yeah then pigs can fly, most get that part, dont feel bad , we other also make mistake like that the you have a Main pc and lesser good laptop. ( waste of time install a game on a laptop that cant play it anyway.
so things is not as simple ( you could say, yeah you should know better , but we are humans and make mistakes.
1. Reboot PC then test, could be hiccup on startup.
2. Ensure you do your windows update, go into window settings, and check for updates.
3. Try running the game as admin.
4. Do Steam verify game files.

5. Possible that one, or more drivers / files are out of date, missing, or corrupted, If that is the case simply reinstall should fix the issue.
6. Verify System File Corruption.
Open command promt and type "sfc /scannow" without the quotes into the command promt.
7. Reinstalling game.

From your laptop specs you're basically cutting it close to just running the game, but if they updated the game to point where you don't meet the system requirements that might be the problem, for now just contact Hi-Rez Studios for your Smite, and Paladins issue.
