Just move the drive, and run steam once.
If Steam isn't installed on that SSD there are 2 other options.
A - You want to keep the same library location on the SSD
1. Connect the SSD
2. Locate the Steam library folder on the SSD. Let's say it's located here D:\Games\steamapps
3. Rename D:\Games\steamapps to D:\Games\steamapps_old
4. Load Steam
5. Create the new library location as D:\Games\steamapps
6. Close Steam
7. Delete D:\Games\steamapps
8. Rename D:\Games\steamapps_old back to D:\Games\steamapps
9. Load Steam
B. Don't care about the file structure you used on the SSD.
1. Connect the SSD
2. Load Steam
3. Create the new library location
4. Close Steam
5. Rename original library to what the new one is or move the files to the new location
6. Load Steam
