Steam issue Friends Network Unreachable / White Background Blue Text (no CSS) for Steam & Web.
I cannot connect to my steam friends list. It says "friends network unreachable" and clicking "retry connection" does nothing.

At the same time, Steam won't download the CSS for it's store, community and profile pages. So all I have is a page with white background and blue hyperlink text.

Weirdly enough, this is true for both the Steam client and if I visit Steam's official webpage with any browser.

But my internet connection works, any other website works perfectly fine and I can still log in to steam and I can still download and play games with steam.

If I have to guess I'd say it's a Steam Web Helper issue. But not sure what.

I tried the following and they didn't work:
- Steam, Settings, Web Browser, clear all Cache and Cookies.
- Steam, Settigns, Account, opt out of all betas participation.
- Steam shortcut options: -tcp, -nofriendsui
- Delete temporary files from browsers.
- Restart PC.
- Doing a clean reinstall of Steam.
- Disable anti-virus.
- Add Steam to exceptions on Windows Firewall.
None of them worked.

Any suggestions?

I write this from my phone, as I can't become "online" on PC, either steam client or website, but I can log in and play games.

Are you using your home wifi for your phone to see if website works? If it dose then means something wrong on your PC which you want to test your PC running in windows safe mode to see if you had in background causing issue as in safe mode only the windows essentials should be running and nothing else, if phone doesn't work via wifi, try data if work via data either something up with your modem / router, or your ISP, that my guess on this.

What OS is that. ? if windows 7 then you have not read other post.

make own steam support ticket , and what steam can do about is a diffrent matter.

ps.
Other mistakes
- Steam shortcut options: -tcp, -nofriendsui

remove them, if that dont work, try steam flush cmd , ( google it )

It's the router.

I trying disabling the anti-virus, didn't work. The uninstall anti-virus, also didn't work.

I tried using a different browser, didn't work. Uninstalled and reinstalled the browser also didn't work.

I tried using another PC connected to the same internet, it didn't work, so the problem must be the router.

I write this from my phone connected to wi-fi from the same router, so for some reason the issue must be only on PC.

If I go to the steam page, press F9 for DevTools, Network and then refresh the page, all stylesheets and scripts fail to load, so there must be something blocking them.

Any suggestions?

Weirdly enough, the Steam Web page doesn't work with Google Chrome, but works perfectly fine with Mozilla Firefox. Not sure what's up with that.

Maybe Chrome and Steam Web Helper have some additional protections / security that was triggered for some reason?

When you use browser via your phone, not the Steam mobile app, does Steam load, or get same problem on wifi?

If page loads via phone using web browser via phone, then yes it seem be something wrong on your PC, in that case run your PC in windows safe mode with networking enable, visit Steam website via browser, if it works there then you know something running in the background causing problems.

Now you said you use router, do you happen to have modem connect to your router as well? If so connect PC to modem instead of router and test. If it works then something going on with router that causing you issues.

Steam works fine on mobile, both via browser and on the steam app.

I can try. The thing is, I used 2 different PCs on the same router, and they both happen to have the same problem, so I think it's either the router or my internet. If that's the case, what can I do about it?

Just to confirm you have no modem just router?

If phone works using same router then issue is isolated to your PC's, either something on them causing issue, or have router settings gone wrong for PC.

Try factory reset router. If you have done any special settings in router take screenshots of your settings for future reference.

Could try resetting the settings in your windows for network.

Do you by chance use custom DNS, proxy, or VPN on your PC?

If you are behind windows 7 , SSL certificate expired 4 days ago.

Discussion and solution in link above, but you need to pop up a ticket to steam tech support just in case, Because they need to tell you what to do, Not the people here.
