ahh then it make sense why you lost all icon from that steam lib.
#:\Program Files (x86)\Steam\steam\games ( .ico )( icon's files to all desktop shortcut's )
and then you wipe old steam on c-drive all its .ico file is gone.
ask steam support for rebuild icon , i have tried and explan thisbefore , but i sure you can do better. after that os reinstall.
ps.
i know it can be diffcult depend on the option you have , and same time , could be nice with app fetch missing icon and refresh content in that lib.
dont forget we other have learn this from blank icon way back at windows xp even and win3.11 then we extract them from files, so even refresh view in that ico lib is part of solution.
gl try explan that to steam support.
that will then fix missing blank icon with (( F5 refresh )) on desktop screen (assume game do have .ico, some very old steam titles dont have it. )

I had this issue just now too.
The main solution I found that worked, with the latest update of windows, due to me not actually being able to find the "find Icon" button was to press "Change" on Opens With:, and went into the Steam>Steamapps>Common>XXXX and Clicked on the Application that it used to launch it.
the Icon appeared straight away.
