No such thing as 100% check, Configurations files from game devs will never match you own system with same name that now is adjust to your hardware. i hope it make sense.
that still dont explan clear Download cache, can be even better to do first, if you think your own local cache is the issue.

????️ What does it mean when Steam says, "1 file failed to validate and will be reacquired?"
This error indicates that Steam has detected that the core filers of the game have been changed and the platform is comparing those files to the one in the Steam repository.
and total wipe of steam folder and user data same as a reinstall will not show anythinh just like a frirst time install. ( thats how we did it in the past with modded game that still effect install game, maybe its that what you try to do.
not sure where that info is about what files that did not match current. never had need of it myself maybe other know this, i could not find in the logs. other then they teksr wih status of validate fiels its in content_log.txt (eof)
might require apps that log what going on here. ( or write to steam and ask them to change and tell in that msg window with detail if needed. ) might be a better option then have to track such down our self.
they could even write in log about it last_validated_files_log,txt

or maybe i miss the info on it somewhere.
still think best option is write steam support, and let them give info then you do have validate game and end result and same time dump in log. so you dont have to do it again. for missing status on it.
i cant see why they have not done it already. that game i did had 8 files, thats impossible to remember
hmm okay, one of the security systeam might have trigger its antivirus and qurrantine them.
and i bet it dont matter how I/we here explan it, such detail matter win10 almost kick my butt every time it see a access to Document ( UAC is HIGH ) so im best guess win7 defender did it, maybe without even tell it did, only you can figure this out,
and i bet you know the win7 certifficate isue now.
but either way thanks for let other steam user know, no matter what and who faulth that is.
not many know this any security is user own faulth. no game devs have a chance to know every user problem with it. ( it use to be a greyzone, but its learn the hardway )
