You need to download the certificate from letsencrypt.org/certs/isrgrootx1.der
Install it in Trusted Root Certification Authorities
Then press f5 on the desktop and start Steam

You should definitely not download third-party files and try to solve the problem that was not created by you.
Thx, It fixed the problem. I tried all possible things and only the certificate fixed that.

It a steam bug that comes with update, as it was the same problem on another computer that i rarely use. I Will see next if it ♥♥♥♥♥ on computer

+1, Even if its solves the problem, Its not for you to deal with it, Valve need to release a special bugfix version to address this.

I would like to ask you folks to pop a ticket with this solution in order for them to address this ASAP (I have done the same but the more people popping tickets, the better)

Yes this one worked to me, I had this issue since yesterday when I was away from pc suddenly my Steam was offline for no reason no idea why prob the friend list update not sure what they did, tried from net none worked old methods I guess
Prob you also know how to solve the issue with Discord where people experienced this too and related to this steam or similar, update failed loop heard from discord you gotta install Root Certificate too, I assume you know about this too or experienced this I think lol?

It seems like my request is falling on deaf ears, I will try it again.

Pop a ticket to steam support, with link to this discussion.

IF STEAM SUPPORT tells you to download this certificate, go ahead BUT do not do it on your own.
I know it may be risky, it surpass my knowledge about thoses certificate. but it work, hope its not somekind of spying trojan sh.t
