Yes, if the game is not released and offers a beta you can refund it. You will have to create a manual ticket as the automated system will automatically reject it due to the playtime though.

Yes you can refund before it release, the policy starts to count when it release. Beta access do not affect policy, so you have unlimited days, and playtime basically before release on pre orders, if automated system deny you, just make manual ticket, when go refund choose option "I have question about this purchase" then explain why you want refund.
