That's the thing, it's a weird problem, the chord shortcuts(using the xbox button) only work in the specific chord profile, but if I try to create a chorded shortcut on a game profile, using the xbox button, it does not work, I can use it with the shoulders and triggers, but not the xbox button
But the problem is, even though the shortcuts do work in the chord profile even with the xbox button, they don't work for the specific function of turning the game controller off, anything else works but not that

I see what you mean - if it had been the 'open game bar with Xbox button' setting then none of the guide shortcuts would've worked...
I think I saw an option for Steam to turn off the controller on exit or something like that. I can't remember if it was from Big Picture mode or when streaming from Steam Link app... If Steam is able to shut it down that way then perhaps something is up with the shutdown command from the configs.
Is the pad connected over BT or via a wireless dongle of some type (e.g. 8BitDo usb wireless adapter)?
Also does Steam auto shutdown the controller after some minutes of inactivity? Set it to the lowest time and see if it can do it.

I remember that option as well, turning off when exiting BP, but I couldn't find it anywhere too
Its conected through the microsoft dongle, not sure if its just bluetooth or something proprietary from microsoft
And yes, it does manage to turn it off through inactivity, although I'm assuming its steam, not sure if it's steam or windows 10 itself because I also can't find this option on steam

(I can't turn off my 8BitDo Pro2 over wireless adapter with the shortcut perhaps because to the system it's a wired controller or the adapter doesn't pass on the shutdown command or maybe the shutdown command doesn't work with this gamepad - I'll have to try another computer which has BT and see what happens w/o the adapter)
To test how the system views the dongle:
Turn off the controller, leave the dongle connected and press Windows key + R, type joy.cpl, press Enter. See if it displays a controller there.
You can also get this info via Steam, from its menu: Steam > Settings > Controllers > General Controller Settings.
Info about any detected controllers will be at bottom left.
You'll also see the option to set the controller shutdown time here when Steam detects one.

Here's the results, in the joy.cpl menu it doesn't display the controller when it's turned off(with the wireless dongle still connected to the pc), only when it's turned on
In the steam general controller settings, it's the same thing, doesn't appear until the gamepad is turned on, else it doesn't show any device

The weird thing is that I remember I had already used this same controller with Steam a couple years back, and could use that option to shut it down when I turned off BP, although I don't think I had ever tested, then, the shortcuts to turn it off, only big difference was that back then I was using W7, and now I'm on W10
I've just been testing my 8BitDo Pro 2 in its different modes wired & via adapter (which operates differently from yours) on Windows and over BT on a Mac.
Steam displayed the options as long as I was in Switch or PS mode, no matter the connection type.
It didn't give the options in Xbox mode, not even when connected via BT...
As for the shutdown commands over BT, they worked in Switch & PS modes, but not Xbox...
If everything was working as it should I would have seen the options and been able to use the shutdown commands in Xbox mode over BT.
The only thing I'm wondering is if it'll work for you if you install Steam's driver (enable Xbox Extended Feature Support from Controller Settings).
Yeah I think you're right, tried using the extended support drivers, restarted the PC, still not being able to turn it off
I was double checking to make sure the drivers were up to date and the controller was but when I went into windows update there was a pending update for the wireless dongle, I installed it and restarted, but again unfortunately it still doesn't turn off
Tried not using the usb extension and just conecting it directly in the usb port, no dice, tried using another usb port, still not working

Makes sense why the UI doesn't give the timeout & shutdown options.
