Couldn't invite xxxxxx. Their friendlist is full (Even their friendlists are not at maximum amount of friends)

Recently I was trying to add some people and suddenly this happened "Couldn't invite xxxxxx. Their friendlist is full"

I mean, this happens even the user's friendlist is not maximum, how can it cause??

Pending invites take a slot as well.

And their maximum may be different than what you assume.

Ex. Does the person who blocked me count the message too?

In conclusion, what can it actually cause?! Honestly pending invites as you all said, either I got blocked by that person, or probably 80% chance to be limited number of friends in their friendlist

I'm not sure if all of them are, but let me know your thoughts

im sure other can pitch in, problem is to locate them post and how bad keywords works now in steam help guide section, i cant be the only one that notice that.
