Will Having Steam on C: but games on D: impact performance?
As the title says, I have Steam on my SSD with my OS but my games on a different SSD because I need the space. Will this impact performance? I keep Steam on my OS SSD because games like to make me install DirectX and such, so I don't know if moving Steam itself over to another drive would be a good idea.

Nope. I've got games installed across four different hard drives. If there's any kind of downside, I haven't seen it. Just make sure to put the games you want to run faster on SSD.

For several years now, I have always kept games installed on a separate internal second HD or SSD.

This is pretty common. I have the steam client on my C drive, and my games are across 3 drives. You can manage all your drives from Settings->Downloads->Steam Library Folders

It doesn't matter if you install Steam on a separate drive. it also doesn't matter if you install games on a different drive than the Steam install.

2 diffrent harddisk will always work faster. ( diffrent read/write heads then it access OS and game files on other disk ) typical gamer build pc.

just because this is SSD and its eletronic read/write its same thingy, 2 disk still faster then 1 only

Just put Steam & the games on D: That way, you'll have Steam & games as one unit. Steam won't "forget" about installed games on system crashes, you'll be able to move Steam & the games as one single unit in future.
