this has been seen before, and why many did a clean win10 install after failed migrations.
if this is a clean install, then you most have other DNS issue or network problem that could causeing this.
To Iceira: This is not a migration issue - I've had Win10 since launch, and I had access to my library up until today.
thats okay, but back then then win7 to win10 was free , many did it, and some got huge issue with it , missing right to unknown why it happend, its only later someone discover the security issue , and why many had to make a fresh install, but as you said , it dont help then steam had issue lately. but that dont explan discord. or other application issure if he even has that.

i can only say many other app had same issue , a failed migration cause was unknown back then, and he could have both or as reboot also point out reboot steam 2-3times 3 minute between so DNS cache is cleared in the dns cache. again not that simple if he keep have issue.
i only notice just recently updated my windows 10, because either this is part of the issue or did it work after update then its not a win10 migration issue but other windows core update maybe.
if nvidia use custom install and make a clean install then checkbox is there.
this is not a joke, seen many issue after wincore was update , and that has fix my issue cant say all other is that , see it as ruleout suggestion.
Be aware that you need to sign in to Steam after clearing the Download Cache so be sure you have your login details and Steam Guard ready.

Same here, I fixed it by going into Preferences, then ---> Web Browser, then ---> Delete web Browser Cache (not to be confused by the "Clear download cache, that is being mentioned in the above messages, this is a separate cache), Delete all browser cookies if that doesn't work. Then refresh your library and it should work :)

Thanks hster! For everyone else with the "blinking steam content, Library/store not loading properly" problem, the above was the solution for me!
Since this started happening I can't run games anymore, on any other apps. It all started when I was downloading Ready or Not.
