How can I publishing a game on steam as individual outside USA
I am about to release my first game on Steam and have a question.

I wanted to complete the Steamworks partner forms and get an AppId that I can use for Steam integration like achievements and leaderboards. But reading the following, I think I can't publish as an individual outside USA (I am from Thailand):

"Note: We are unable to work with partnerships that exists outside the US, if that partnership is taxed at the individual partner(s) versus the partnership level. If you have a partnership registered in the United States or if your partnership exists outside the US and the partnership is taxed at the partnership level, then we can support your partnership. However, due to the complexity of obtaining proper tax documentation we cannot enter into a Steam Distribution Agreement with partnerships that exist outside the US, if that partnership is taxed at the individual partner(s) versus the partnership level."

Does that mean that I must have a company in order to become Steamworks partner? Can someone explain a bit more on the process of releasing a game on Steam or tell me what is the easiest way for release a game from outside US?

You can publish as an individual. You can't publish as two individuals who both file their own taxes (unless inside the US). In such a case you would need a company in order to file taxes as a company, and pay the two inviduals in salaries, dividend or whatever else lets you get away with paying the least in taxes.

So if Valve only needs to deal with you, you don't need a company.
That mean if I publish alone I can ?
What I need to fill in company name?
