Navigate to your steam music folder, I will use my system as a reference
C:\Program Files (x86)\Steam\music\
Make a backup of "_database" I like to zip it and place it in another file on my desktop but you
can do whatever with it.
Delete the "_database" folder inside of the steam\music folder
Once done go into your steam client and go to "Steam" on the upper left of the screen, go to Settings from the dropdown.
In Settings go to music and hit "Scan now"
After Steam scanned your selected files for songs they will be able to be played in the steam music player again.
Once you can confirm it works go ahead and delete the old "_database" backup you made, you won't need it and it's your problem file.
