Install a heat tracking software(eg, HWiNFO64) and check for heat when playing the games too. Maybe your computer is running too hot and its slowing itself down to prevent damage (although extended gaming under such conditions usually reset the computer)
You are saying the computer is clean so i am sure you ran an antivirus scan.
finally check you nividia settings and see if you accidently lowered maximum setting for fps across the board although dont quote me on this method as i dont usually mess with nividia settings

edit: changed taskbar to task manager and added an example for software for tracking heat
Start by making sure FPS counter is on by going in to Steam > Settings > In - Game > In game FPS counter (turn on high contrast as well).
Let your computer rest in idle for around 10 mins so the fans can cool it down.
Next start running CSGO and go to settings > Video > Enable Laptop Power Savings.
Basically it will limit your FPS to 70 but stable. Unlimited FPS taxes your GPU to churn out as many frames as it can at all times causing heat to build up fast and in turn throtlling itself suddenly to prevent over heating.
Now run a few bot games and see the FPS in top left corner and make sure its decently stable.
if not change a few settings in CSGO and lower the graphics fidelity to boost FPS (especially shadows as those always seem to eat the most processing power) .
I am sure your Graphics driver is up to date, if not do that as well first.
I run a RTX 2080 and an intel i7 9700k and i usually get around 300 fps that dips wildly between 180 and 350. After limiting it it stoped at a steady 70 fps. Just putting it out there for reference.
These games are not CPU heavy rather they are GPU heavy as that determines your FPS. They use small amount of CPU normally to run some stuff but the reason I asked for that as well was in case another program was hogging ALL of the CPU which doesnt seem to be the case if its running only at 800mhz.
That heat is in Celcius(not F) during a long gaming session right? Thats not idle temp right? Its a fine if its only during Load but very high for idle.

Temp was during long session of ghost recon. Currently playing CSGO CPU temp is 21 GPU is 27. I do not think overheating is the issue. Any more Ideas?

My current nvidia driver is 452.06 and i am not having problems, check your driver version and maybe think about rolling back your driver version to 442.74 if the newer ones are not helping (446 or above)
Disabled MSI Dragon Center gaming mode fps is back, CPU no longer dropping to 800mhz. Thanks for the help everyone who posted.
Oh, I am glad. Was sad that nothing was working but i am happy you found a fix :D
