What country are you both from? Just the amounts do not help at all. Need specific countries to show you the conversion.

if i gift 25$ (for my region steam waller with $) he will get 25$ or hight?(i think his region wallet also wilth $ ) i mean for my regin 25$ lower ammount than his region 25$.
