Sounds like he selflocked his account and when he wanted to unlock it he could not provide the ownership evidence Steam demands since he got the account from someone else in his family.
Which is against the Steam TOS and can lead to the permanent suspension of the involved account.
That would at least be an explanation for what he wrote.

You've said "family" (starting post), "friend" (to support in image) and now "mine."
If it was yours, surely you'd have had the proof to claim it yours to begin with.
And i said in the post i am getting medicines.
If it wasnt mine i shouldnt got a email from Steam saying Selflock request is done like promised.
Not that my belief plays a role in any of this anyway, but you've dug your hole with Steam Support. Whether or not it was a lie to begin with.
At this point I'd imagine they'll trust you only if they find data suggesting that the account hasn't switched hands, whether or not that's really a priority is a whole different matter.
I am saying 1 thing..
Or either i get my account back or i get a refund for my games.
Simple fact is you broken the rules. So either get you friend/family member to unlock the account for you with Steam Support since he should have the information they want or make a new account.
Only options.
They are not YOUR games. The licenses for those games are tied to that account. You are not the owner of that account. So those games legally belong to your friend/family member or whoever gave it to you.
Its that simple.
