Trade them and trade them back to sack them.
I know what you are talking about. I have an alt account to trade them back and forth just because of this.
Even if you convert an item to gems, use the gems to create a booster, open the booster, craft a badge with the cards, then convert the background/emoticon to gems, that trade restriction follows everything the whole way through.
Booster packs will have whatever trade restriction is latest on the gems used. However, unlike a Sack, packs will take gems from different piles, so it will at least reduce the clutter.
