I wanted to know if Valve uses Timezone of Washington Dc cause Valves HQ is in Washington
Or dose it use Timezone of where you are located
i have to wait until 18/12/2017, 11:52:05 pm. to use the market

Typically, times reported by Steam are for the state of Washington. Washington state is on the opposite side of the US than DC.

The west coast of the US uses Pacific Standard Time(PST) which is GMT-8

If it's saying the 18th at almost midnight, you've got almost 17 hours to wait.
