Having trouble buying gift for a friend in another region/territory

I'm trying to buy a gift for a friend, but they live in another region/territory. The game is GTAV and the Territory is Macedonia, my region is USA.
At first GTAV was on sale so I waited until this was off sale. But I still can't purchase the game with the following error message "Due to regional price differences, the gift you are trying to send cannot be sent to the recipient's region."

Why can't I buy the game at the regions price so I can gift it? If this is the problem, shouldn't steam be smart and capable enough to change the price based on the region?

Has anyone else gone through this before and can provide work arounds? I checked out 3rd party sites like 'gee two aye' but I've read that isn't guaranteed for all regions even if it lists a game as Global. This is frustrating because I'm just trying to get my friend a gift, it's the season of giving the price doesn't matter to me.

You cant gift games if the price difference between the two countries is more then 10%.
That is just the way it now works on Steam.

BUT, you can go and gift your friend one of the new "digital gift cards" Steam offers.

With that money he can buy the game himself. Those cards have no restrictions.

You can also ask him how much it will cost for him and if it is over the minimum amount required for the digital card, you can do this...
