Can't submit photo of damaged gift card to Steam support

Scratching to expose the PIN resulted in the PIN coming off too. I've submitted a ticket for help with credit/refund, but any attempt to attach a photo of the damaged card as instructed, in either .jpg (1.9MB file size) or .png (800K file size) and from both Windows & Android devices, times out and so the image is not sent. Steam support offered basic guidance how to attach a file, which is not my problem. Anyone know how to resolve this, or especially if Steam has an email address to which I send the image and reference the case number?

If neither browser succeeds at uploading the image, I'd probably upload the image to some private album that no one but those with the link can view and then paste the link in the support ticket.
