Are you sure you did not
A: buy it on another account
or B: owned the retail version that only works over Rockstar Social Club and not Steam?
That are pretty much the only 2 possible explanations.

@OP Did you get some alert from Steam about your payment getting canceled or similar?
Or had someone else access to your account and used the "remove game from account" function?
Go to the Support tab at the top in your browser, search for GTA 5 and choose " its not in my library". If Steam tells you the game was removed on request just restore it.
Cant have bought it from another website, all retail version of GTA 5 only use Rockstar social Club, the only way to get the Steam version is to buy directly on Steam.
