How do I check if an account is in good standing with Valve?
I run a tournament scene and we're starting to gather...attention from a certain audience. So with things like community bans and private profiles, I'm not sure how to verify that an account is in good standing with Valve. Is there a tool for it?

And can community banned players add friends? Or are they like level 0s and people must add them?

You can see trade/game/VAC bans on an account no matter if it's public or not, and if it's communitybanned, the account has no acces to any of the community features.

You can use steamrep

Here is how a friendsonly account looks like on steamrep.

Also a community banned profile looks just like a private profile, but without the "This profile is private" text.

That would appear to not be true. One of the profiles I'm looking at most definitely has that and steamrep confirms that the player does indeed have a community ban.

the account has no acces to any of the community features.
Are friends considered a community feature? Not being able to add one another is kind of an issue.

I believe yes adding or being added is impossible for someone with a full community ban.

If it is just a forum ban they can still do everything else just not post on the forums.
