Steam keeps asking me to restart to apply update.
I got on my computer today and it said I had an update and to restart. So I did. It restarted. The popup keeps coming back:

I've done it 11 times now.

I assume this is just a very complicated update but how many times will it be asking me to restart?

This mentions nothing about my specific issue.

Nor am I reinstalling Steam.

My computer is perfectly clean and if there's an issue it's with Steam as it has ALWAYS been for years and years whenever I had an issue.

I'm not computer illiterate. I am far more computer literate than you or pretty much anyone working at Valve.

So I REPOSE my question. And await a helpful response.

Hey, it's just basic troubleshooting that takes a min or two.
No downside with reinstalling Steam, why not do it?

This article is about client issues in general:
The troubleshooting steps outlined in this article are aimed at making sure that your Steam installation and computer environment are both in a good state, so that Steam can work as intended.

By the way. The issue stopped shortly after I posted this topic. I'm only continuing this because I want a resolution as to why.

I imagine a lot of people on Steam would also like to know why they CONSTANTLY have to log back in.

Don't know what that means but I definitely never played in any internet cafe.

I am currently having this problem. (Jun 17 2018 if it's not clearly posted on this page somewhere). I do not want to uninstall and reinstall steam as I had problems with that last time I tried. Not particularly computer illiterate, know most of the basic fixes and have used them (restarting computer, restarting steam, exiting steam and checking what I can find of the file directory for problems, defragmented computer, run full hardware diagnostic), but certainly not a programmer or anything. My computer is an HP Laptop, with Windows 10, and I have Viper Security for my anti-virus, and the update it keeps looping with the restart message is June 1st update. Please help.

I might have experienced this issue recently, I think i solved it by running the Steam installer again like the first link tells you to.

I had a similar issue, where no mans sky kept forcing me to "restart steam to receive the latest update" even after restarts.

Instead of re-installing steam or something, this is what i did:

1.Right click on the game in the library
2.Click on Properties
3.Select "Local files" on the top bar
4.Verify integrity of game files

For me the verification process ended up failing which then allowed for steam to actually start updating the game.

Its worth a try since it isnt involving anything risky, like re-installing steam etc. Hope this helps any of ya'll

Game updates =/= Steam client updates

The OP was talking about the Steam Client updates.

I solved my problem at Steam / Check for Steam Client Updates. I think it might updated the game version but the steam version was behind the actual version.
