Deleting it is what caused your issue.

Remove AVG and reinstall it. Restart everything.

shouldn't steam come installed with everything it needs to run? why should I need this program that appears as a threat to my pc?

its because the garbage piece of software that installed that DLL breaks windows core networking API calls andis fucnctionall SPYWARE

Remove that network spyware from your system, and steam will run fine

Good question, why do you have a program that appears as a threat to your PC? Why is it installed? Did you install the crapware? Did somebody else install it?

From what I've read; lavasoft automatically installs itself in a bundle with certain legitimate programs. couldnt find the origin though.

I wouldn't call anything that automatically installs crapware legit by any stretch.

The best idea would be to uninstall the particular piece of crapware the file is a part of. If you don't do that, the next best step would be to use Windows' own search function. From what I remember reading about that piece of ♥♥♥♥ (I've never had it on any of my systems), it's in %windir%\system32

It's the kind of ♥♥♥♥ that often come included in the installation package of freewares by most untrusty, sometime even famous download sites. Some will warn you, others not, but it's generally better to avoid those using that kind of partnership.

If you can't do it manually, adwcleaner should destroy it, but I also advise a malware scan.

Be carefull when you install a new soft: first look for some info about the developer or actual owner, then try to ddl it from the dev website if possible.

Lavasoft was fine in the past, but now it has been sold to some shady, unreliable owner who use the brand and bad websites to sneak his crap on people pc's.

agreed. I'm not the most tech savy and probably got it through some bad torrent. not sure.
One more reason to stay away from piracy. Save for it being illegal and morally wrong, that is.
I would consider wiping the drives clean.

Last i checked this tool deals with this issue: https://www.malwarebytes.com/adwcleaner/ Just run it with the default settings and remove any bad stuff.

Not default settings, set the scan to all drives and tick the scan for rootkits box.
But yes, Malwarebytes is very good.
