where is the button to access steam settings now?
It used to be : (top left) Steam -> Settings, but it's not here anymore.

I need to change the language and some bandwidth max use options.

It's still there.

Otherwise right-click Steam in the taskbar and settings.

I found the solution !! Just had to disable Family View which makes no sense but it worked !

Either you did one of the following.

A) Modified client files, using mods, or patches.

B) You downloaded Steam.exe that was not from Steam.

C) Client corrupted.

Was there a reason to have Parental Control on?

Just to put it out there family view is not same as family sharing if you were trying to do family sharing.

Yea you don't share with family view, family share is done differently, family view is used if you want to restrict them from having access to certain things.

To family share you only have to do this on the PC you want to family share on.

Login to the account you want to share, head to setting, and go to family, check the box for authorized Library sharing on this computer, then a box will show below, check the box for the account you want to share with, press ok. Do the same with the other account as well. Now if you're doing this for multiple PCs you need to do the same thing again for them. That's basically it.
