there are plenty of sites that lets you cash out, whether these sites follows valves guidelines is another matter but that is not an issue you need to worry about as that is between the sites and valve.

while you shouldn't link to sites like that you could simply google "skin cash out" or something similar but these sites do take quite the fee upwards of 35% which is a pretty big hit to take, if you plan on using that money on steam anyways.

if that is too hard maybe don't sell your keys at all.

Buy steam wallet credit with paypal money and buy skins thru steam. It's the only safe way.

If you want to sell your skins for cash outside of steam there is no safe way.
