Account restricted from purchasing.
So a week ago, I logged onto Steam to find the following message;

"Steam Support has been contacted by the cardholder or PayPal account holder regarding unauthorized purchases on this account. We are working with them on a resolution. In the meantime, this Steam account will be restricted from purchasing, gifting, trading, CD Key activation and the Steam Community."

And I'm very confused. Looking in both my purchases history and at the statements given by my bank online, I have had no attempts to buy anything since I bought Rainbow Six Siege at the end of January, and everything in the list from the past six months I recognise buying myself except for Cities: Skylines, which was gift from a friend for Christmas. I don't engage with trading or anything like that, so I'm really confused at what purchases could be disputed. I'm the cardholder for my debit card, and I definitely haven't contacted Valve about any disputed charges. I contacted Steam support only to get a generic automated response and I also phoned my bank, who said they don't have any alerts on their system.

I'm hoping to get this resolved soon as I'm wanting to get the new Stellaris DLC this week, but it's looking like I'm going to have to get a friend to gift it to me at this rate. Is there anything I can do here? I'm starting to get a bit fed up with this.

Thanks.

Was Skylines gifted to you or did your friend purchase on your account?

What did support tell you?

Match anything suspicious from here...

It was gifted. I was out of the country at the time so I couldn't buy it myself.

The canned message I got from Support was more or less reaffirming what the initial notification told me. As for the purchases list, I remember buying every item listed.

Hello,

Purchases made on your account are currently under dispute by someone claiming to be your cardholder.

Your account is locked while we investigate these claims as a result.

If you have used a payment method that doesn't belong to you or is on a joint account, you may want to get in touch with the cardholder to clear this up. We take reports of payment fraud very seriously and your account could be restricted as a result of these charges.

Please let us know if you have additional questions.

You need to contact your bank/PayPal

Already have done, they said that they have no alerts on their system to indicate anything is off and they're also confused about the situation.

Do you have any other payment methods that were used on that account?

None, to my knowledge. I only started buying Steam games in a sale in November, in preparation for getting my PC this january just gone. Everything else is stuff one of my friends gifted to me > 1 year ago.

The only thing purchased using my current card (IE not gifted) is a game I bought using my friend's paypal back in 2012, so I could play it at his house. But considering it was six years ago, I'd be extremely surprised if that was what was being disputed.

Was Cities Skylines gifted, or bought by someone on your account?

Anything unusual here?

C:S was gifted, not actually bought on my account. Most of the games on my account are gifted, but Skylines was the only gift since Christmas 2016, which is why I mentioned it. Otherwise, all of the purchase history in both of those links is stuff I remember buying; nothing unusual.
