How do i refund a steam key?

I bought the steam key through amazon for Playerunknowns Battlegrounds, as I had an amazon voucher. The game did not run well and as I have played less then 2 hours and it is within 15 days after purchase I should be able to get a refund, but steam won't let me, even though it says I am elligible. The key was bought on amazon but surely that is still linked into Steam?

Steam doesn't have your money, this is between you and amazon.

Valve does not refund keys purchased else where.

You can only refund games you bought directly on the Store.
Why should Steam refund you money you did not spend on Steam?
If you bought on Amazon they have seen none of the money you payed.

I thought the money still went to steam and amazon were just listing the game

You would have to take it up with the seller
