Steam is currently in offline mode for the first launch go in online mode [BUG][NOT PIRACY]

So this is happening to me everytime i try to open Football Manager 17 on offline mode. I go online, launch it and Quit, then go offline, open it and it works.
I shut down my computer after playing, i try to open the game and this error appears again!
any ideas what it might be? thanks in advance

So one mod just locked my other thread.
The game is not an illegal download. I didn't buy it on this account, but i did actually bought it, i'm not dumb dude.
But as i share the game with my brother (playing on another PC) we only play offline.

So why the heck are you posting from an account that has pirated games in the past? That's where the confusion has arisen. Post from the account that you're using to launch the game because we can see that it isn't that one.

i never pirated games, the mod locked my post because he thinks it was due to me downloading a pirated game.
posting on that account makes no difference, the problem is on my pc. i don't even think it makes a difference what game it is.
Is just a matter that steam isn't recognising my first online launch for some reason.

Sorry, don't believe that for a second - not with Spacewar sitting there in your list of played games. Post from an account that's actually launched a legit version of FM2017 and then someone might help you.

because the other account ain't mine and i don't know about it being legal to share the account between pcs and play offline mode at the sime time.
i didn't want to post on an account that ain't mine to solve a problem that's on my pc

Using the accounts of others is a violation of the Steam Subscriber Agreement. The so called "account sharing" is grounds for a permanent suspension of all accounts of all parties involved.
